New activities exempted from lockdown restrictions by the Government

On Friday, 17th April, the Government exempted more services from the Covid-19 lockdown in a new set of guidelines given by the Ministry of Home Affairs (MHA). These exemptions include farming/planting, manufacturing and banking operations.

Plantation, collection, harvesting of small-scale forest products, non-timber forest products by Scheduled Tribes and forest dwellers, and growing, processing, packaging, selling and marketing of bamboo, coconut, areca nut, cocoa and spices plantation have been permitted.

Non-banking financial institutions, housing finance and micro finance institutions with minimum staff have been allowed to operate during the lockdown, which has been extended until 3 May.

The MHA also exempted construction activities in rural areas, water supply, sanitation and laying of power and telecommunication lines from the nationwide lockdown.

A comprehensive list of exemptions was published one day after the Prime Minister's address on 14th April, in which the government conditionally allowed rural industries and economic enclaves to re-open next week, green-lighted jobs under the federal job guarantee scheme, and allowed daily wagering in some areas to return to work.

No public transport, including aircrafts, trains, buses, metro rail and taxis, will be available during the second phase of the lockdown, which will last for 19 days, while courier services have now been approved and are likely to feed into air and rail cargo services, which have also been operational during the first phase.

The guidelines were aimed at restarting the country's economic engine and alleviating the suffering of millions impacted by the ongoing lockdown to tackle the spread of Covid-19.

Guidance on economic recovery, with a strong rural focus, was identified by some analysts as a significant first move.
