Guidelines of Lockdown for next 21 days

Prime Minister Narendra Modi has announced the lockdown for the next 21 days from midnight tonight (24th March 2020) in the context of the global coronavirus pandemic.

The Ministry of Home Affairs has issued guidelines to be followed by various ministries, primarily relating to essential services for the next three weeks.

The following constraints are stipulated, as per the Guidelines:             

1.     Offices of the Government of India, its Autonomous/ Subordinate Offices and Public Corporations shall remain closed.

2.     Offices of the State/ Union Territory Governments, their Autonomous Bodies, Corporations, etc. shall remain closed.

3.     The operations of commercial, private and Industrial establishments shall be closed down.

4.     All transport services air, rail, roadways during this time is suspended.

5.     Hospitality Services to remain suspended

6.     All education, training, research, coaching institutions etc. shall remain closed.

7.     All worship places are to be closed to the public. Without exception there will be no religious congregations allowed.

8.     All individuals who came to India after 15.02.2020 and all such persons who have been ordered by health-care staff to remain under strict home / institutional quarantine for a period as specified by local health authorities, failing which they would be liable for legal action under Section 188  of the Indian Penal Code, 1860 .

 

Services/Activities subsequent to the guidelines which are exempt and shall continue to function normally are:

 

1.     Police, home guards, civil defence, fire and emergency services, disaster management, National informatics centre, early warning agencies, District administration and Treasury electricity, food, sanitation Municipal bodies— Only workers needed for critical services such as sanitation, water supply personnel, etc.,

2.     Defence, central armed police forces, treasury, LPG/Oil Agencies, disaster management, power generation and transmission units, post offices, National Informatics Centre, Early Warning Agencies.

3.     Fair price shops dealing with food, groceries, fruits and vegetables, dairy and milk booths, meat and fish, animal fodder. However, district authorities may encourage and facilitate home delivery to minimize the movement of individuals outside their homes.

4.      Banks, insurance offices, and ATMs, IT and IT enabled Service, print and electronic media, telecommunications, internet and postal services.

5.     Hospitals and all associated medical institutions, including their production and distribution facilities, both in the public and private sectors, such as hospitals, shops for chemists and pharmacies, labs, schools, nursing homes, ambulances, etc., must remain functional. Transportation is allowed for all medical staff, nurses, para-medical employees, and other hospital support services.

6.     Manufacturing, processing, transportation, distribution, storage, trade/commerce and logistics related to all above services/establishments.

7.     In the case of funerals, it will require congregation of not more than twenty persons.

8.     Wherever exceptions to the containment steps above have been allowed. Organizations / employers must maintain the required precautions against COVID 19 virus as well as measures of social distance, as recommended from time to time by the Health Department.

Any person who breaches these containment measures shall be liable for prosecution in compliance with the provisions of Section 51-60 of the Disaster Management Act, 2005, in addition to legal proceedings under Section 188 of the Indian Penal Code1860.
