Government permits inter-state travel of migrant workers, students who were stranded because of the Coronavirus lockdown

On Wednesday, April 29, the Home Ministry released fresh guidelines enabling the movement of stranded migrant workers, pilgrims, visitors and students under certain conditions in the centre of the coronavirus lockdown. The government's decision came less than a week before the nationwide lockout ends on May 3.

The MHA said many migrant workers, pilgrims, students, visitors and several others are stuck at different locations in the country because of the nationwide lockdown in place to prevent the spread of coronavirus. They should be allowed to move back to their places of origin.

Migrant staff, students, pilgrims, travellers and other people stuck in various places because of the lockout will be permitted to travel on the following conditions:

  • All States/UTs should designate nodal authorities and develop standard protocols for receiving and sending such stranded persons. The nodal officers should also register the stranded persons within their States/UTs.
  • In case a group of stranded persons wish to move between one state/UT and another State/UT, the sending and receiving states may consult each other and mutually agree to the movement by road.
  • The moving persons would be screened and those found asymptomatic would be allowed to proceed.
  • Buses shall be used for transport of group of persons. The buses will be sanitized and shall follow safe social distancing norms in seating.
  • The States/UTs falling on the transit route will allow the passage of such persons to the receiving State/UT.
  • On arrival at their destination, such persons would be assessed by the local health authorities and kept in home quarantine, unless the assessment requires keeping the persons in institutional quarantine. They would be kept under watch with periodic health check-ups.
