Ensure protection of migrant workers at their place of work; Avoid movement of people: Directives from Centre to States

Taking note of the movement of migrant workers in parts of the country following the national lockdown imposed to spread COVID-19, the Central Government has given instructions to the State Government to ensure that there is no movement of people through cities or on highways.

Directions have been given that the district and state boundaries will be effectively sealed. Only the movement of products should be allowed. DMs and SPs should be made individually responsible for the enforcement of the guidelines issued under the DM Act.

It has been recommended that appropriate food and shelter provisions for poor and vulnerable people, including migrant workers, should be made at the place of work. The Centre released orders yesterday for the use of SDRF funds for this purpose. Sufficient funds are available to the States under this head.

States have also been ordered to ensure timely payment of salaries to employees at their place of work during the lock-up era without any cutbacks. House Rent should not be demanded from the laborers for this period. Action will be taken against those who ask staff or students to leave the premises.

All that have breached the lockout and moved during the lockout period will be subject to a total of 14 days of quarantine in government quarantine facilities. Detailed guidance on the monitoring of these persons during quarantine has been provided to States.

The Secretary of the Cabinet and the Ministry of Home Affairs are in regular communication with the Secretary-General of State and DGPs. The Cabinet Secretary & Home Secretary arranged video conferences yesterday evening and this morning with Chief Secretaries & DGPs.

It was noted that, in general, the implementation of guidelines has been successful across all states and across UTs. Necessary supplies were also maintained. The situation is controlled around the clock and the appropriate steps are taken when appropriate.
