The Election Commission of India (EC) on January 31, 2020 has issued a notice for the violation of the Model Code of Conduct to Delhi Chief Minister Arvind Kejriwal over his promise to build a Mohalla clinic in a court complex. A complaint was filed by the BJP with the Election Commission regarding the violation. 

In response to the complaint filed by BJP, the poll panel issued a notice to which the AAP chief has been directed to submit a reply by January 31. 

The Model Code of Conduct has been in force in Delhi since January 6, 2020 as the National Capital gears up for the assembly polls scheduled to take place on February 8, 2020. Counting of votes is scheduled to take place on February 11, 2020. 

The Model Code of Conduct is a set of guidelines issued by the Election Commission of India for conduct of political parties primarily with respect to speeches, portfolios, polling day, polling booths, processions, election manifesto and general code of conduct. The Model Code of Conductcomes into force immediately on announcement of the election schedule by the commission for the need of ensuring free and fair elections. The main purpose of the Model Code of Conduct is to make sure that ruling parties, at the Centre and in the States, do not misuse their position of advantage to gain an unfair edge.
