Coronavirus Fallout: Delhi To Be Under Lockdown Till March 31

The Government of National Capital Territory of Delhi announced that it has taken measures to counter the rapid spread of novel coronavirus. They have announced a full lockdown from 6 am today until 31 March midnight.

The Department of Health and Family Welfare released an order in this regard on Sunday evening invoking the powers under the Delhi Epidemic Diseases COVID 19 Regulations, 2020 and the Epidemic Diseases Act,1897.

The following constraints are stipulated, as per the order:

1.      Interstate bus / train / DMRC movements are to be suspended

2.      No public transport services are allowed including private buses, taxis, cars. Only DTC buses shall operate at a capacity not exceeding 25 per cent to serve individuals engaged in essential services.

3.      The operations of all shops, factories, offices and commercial establishments are to close.

4.      The motorable and unmotorable borders of Delhi's NCT with neighboring Haryana and UP states shall be sealed.

5.      All domestic / international flights arriving in Delhi during this time are suspended.

6.       All places of religion to be closed.

Services/Activities subsequent to this order which are exempt and shall continue to function normally are-:

1.     Police, health, fire, jails, electricity, law and order offices, fair price shops, water, municipal services, Activities related to functioning Delhi Legislature, Pay and Accounts, Print and Electronic Media, Telecommunications, Internet and Postal Services, e-commerce of all products including food, pharmaceuticals and medical equipment, milk pants, general provisions store, Take away/home delivery in restaurants, Chemists and pharmacies, Petrol pumps, LPG/Oil Agencies (including their godown and transportation related activities). Animal fodder, Manufacturing, processing, transportation, distribution, storage, trade/commerce and logistics related to all above services/establishments, Any other essential service/establishment that may be exempted by the Government.

2.     Individuals who come out to provide vital services on self-declaration shall be permitted.

3.     Any congregation of more than 5 individuals shall be punished strictly according to law.

4.     Any person found to be in violation of this order shall be punished in compliance with the relevant legal provisions.

As the number of coronavirus cases rose to 341, Prime Minister's Office advised States to issue appropriate orders to allow only essential services to operate in the 75 districts which have reported confirmed cases or casualties relating to COVID-19.
